Shanghai will enter the era of "comprehensive tobacco control" in indoor public places.
The revised tobacco control regulations have expanded the scope of smoking prohibition in public places, including indoor public places, indoor workplaces, and public transportation.
Compared with the past when smoking areas were allowed in restaurants, hotels, entertainment and other places, this change in the new regulations means that almost all the original indoor "smoking rooms" in Shanghai will become a thing of the past. For example, at the two major airports in Shanghai, all terminals have been completely non-smoking since midnight on October 30, and all indoor smoking rooms have been closed and discontinued.
In addition, Shanghai's tobacco control regulations also add requirements for outdoor smoking spots, and smoking will also be prohibited in six types of outdoor public areas, including public places where minors are the main active group, maternal and child health hospitals, children's hospitals, public transportation waiting areas, stadiums, and performance venues. In addition to the above-mentioned locations, the new regulations stipulate that the establishment of smoking spots in outdoor areas of other public places must comply with four requirements: away from crowded areas and main thoroughfares, setting up relevant signs, placing cigarette ash collection utensils, and complying with fire safety.
In terms of penalties for violations, the new regulations make it clear that units within the smoking ban will be fined between 2,000 and 30,000 yuan for violating the rules. Individuals who smoke in non-smoking places and do not listen to dissuasion will be fined 50-200 yuan.
It is understood that in recent years, 18 cities across the country have issued local tobacco control regulations, and among the cities that have been legislated, Beijing, Shenzhen, Lanzhou and other 7 cities stipulate that smoking is prohibited in indoor public places.
